Can I use short shaft?

I am looking for the small otbord to use as the kicker on my 16 foot starcraft. I have measured the transon height and it is 20 inches, so this tells me that motor that is on it now (40 hp ) is long shaft. Now the question is, Can I use short shaft kicker for it? It will be mounted off center besides main motor.
I have measured the height of the transom in the place where I wanted to mount the kicker and it is approx 16 inches.
Trolling motor is to be used only for the emergency purposes.

Mark your displaced waterline with the weight you will carry and distributed as you will carry it. If you have 15" to 16" from the top of the transom which falls below the waterline, a short shaft "kicker" should be just fine.
