Can not find all 11 powerhead bolts!

I Can not find all 11 powerhead bolts! I have loose three in rear and two on each front side 7 ?

2003 Yamaha f225

did you you pull plastic side covers off?

yes , I found three behind the small plastic back cover , and two on each side towards front side of motor but thats only 7 ?
