I noticed the timeing belt was completely stripped

Can anyone tell me if the cause would be the head gasket or should i be looking for another reason that the engine was full of water....Thanks...alan
i think you answered your own question. i presume your engine was running, water was cooling the exhaust, the timing belt stripped from not being changed at the proper interval (every 5 years for the cars, not sure about the boats)... the engine stopped because of this, some exhaust valves and some intake valves open.
the water was sucked back (reversion) into the cylinders because the engine would have spun around with the stripped timing belt before it stopped. when you went to crank the engine, compression shot the water out through the intake and the exhaust valves that are open. you saw the water spray from the carb because of this.
what you need to do is start by clearing all the water out of the cylinders and changing the oil. do not crank the engine over at any time until repairs are complete.
then you need to replace the timing belt, the engine is non-interference so you did not bend any valves (that's great news). i would do the timing belt tensioner at this time, i always do them together. you can also replace any front engine seals that are leaking and check the water circulating pump.
once you have cleared the engine of all water, changed the oil and filter, cleared water out of the carburetor and intake, and replaced the timing belt, you can start the engine.
i personally believe you will be ok because water entered the cylinders after it stopped running.
