Can you put brakes on this axle?

Yes, the square flange with 4 holes is for mounting brakes. The spider hub has to go, but any add-a-brake kit would have a brake drum or disc brake hub.

Probably most any axle setup could be modified to put brakes on. But the cost involved with some would be more then buying the right brake axle.
