Can't get full throttle

1983 mariner 9.9 two-stroke

Runs smoothly but can't get full throttle. If I advance the throttle to full, the centerline of the throttle roller won't go further than the arrow on the throttle cam--even if I disconnect the throttles on either side of the cam plate. Still won't line up with the line on the cam. Any ideas?

I'm not fully understanding this problem without seeing it but with the throttle full on the crankcase stopper should make contact with the stopper beneath the throttle cam and the throttle roller should come up to the top of the throttle cam. if the two stoppers are making contact then all you should need to do is twist it to full throttle while its in forward gear (Not running obviously) loosen the set screw at the top of the joint link and adjust the throttle lever till it touches the stopper underneath the cam and position the roller at the end of the cam then dissconnect the linkrod from the ball joint on top of the magneto and bring that round to the stopper, loosen off the the locknut and adjust the length of the link rod, bobs your uncle bettys your aunt... If the crankcase and cam stoppers aren't making contact you may need to use a timing light or tdc finder to adjust those.

if the motor is in neutral, that's as far as it will go. may the shift linkage is not releasing the neutral stop.
