Can't get RPMs

My '63 Johnson 28 hp has good compression, recent carb overhaul, new ignition, but isn't delivering the horses. Symptoms include hesitation, slow revving, no increase in rpms from 3/4 to WOT, seems to like lean mixtures (1/2 turn from closed low speed, about 1/3 turn high speed), bottom plug is usually wet, unburned fuel/oil leaks from gearcase weephole after every run. Does this sound like a retarded timing or spark advance problem? If not, what to look for?

If your bottom plug is that wet then I would suspect loss of spark to that plug. Check the coils for cracks in the insulation. This part is pretty inexpensive so you may need to replace it.

i had an old sea king that i stored in the barn one winter and the mice built a nest under the cover....pluged air inlet....maybe that could be problem

do you mean throttle-timing linkage? Also, I have found burn holes in the safety switch lead wire to cut-out, temporarily pulled this lead off.
