Got my motor back from shop, finally working well; but, throttle cam won't open butterfly valves to level. I have Clymer manual, and did linkage set-up over using the manual. Checked cranking timing( 28 deg.) ( Start with cam opening butterflies level (WOT) , then at 750 rpm idle cam just touches roller.) With this correct?set-up throttle advances quicker than timing advance, runs very rough. When I shorten the short cam link to tower shaft (timing advances a little sooner), it accelerates smooth but cam won't open butterflies fully . Anyone had this problem.

Gentlemen:

If you set the timing and the throttle valves are not fully open, just adjust them to fully open using the individual linkages. If this results in too high an idle, adjust it down a little.

The initial rigging of timing and carbs is just a primary set up. It gets you a starting point where the engine should start and run. Due to wear and tear and different tolerances, engines operate differently and need to be trimmed differently. After you make the final adjustments, it probably won't look exactly like the book.

I currently have an '85 85hp so I am sure you will get it worked out and will be flying along shortly.
