carb adjust

I recently bought a boat with a 85' 30hp johnson. The first time in the water, the motor died. Had to replace the powerpack. This time, the motor seemed to run ok, but didn't seem to have the power it should have. While I was driving the boat, a friend adjusted the needle valve. The motor had a little more power, but at idle it wanted to stall, so we readjusted the carb again. Now, when you throttle up fast, the motor gradually gets up to full speed, not the instant you give it full throttle. The mechanic that figured I had a bad powerpack said the carburetor looked like it had been rebuilt. What are the proper adjustments for this carb?
