Carb adjustment/ questions

1996 Penta 5.8 FLPHUR (Ford 351W) 4 barrel Holley vacuum secondaries rebuilt with Holley kit. Original jets and floats. All other parts replaced.

The engine is a remanufactured long block. All other parts, save a few new parts, are from the original engine.

How should the 2 needle valves be adjusted in the front half of the carb? I turned them in and out and left them where the engine ran smooth. Not sure if it could be better.

How to properly set the choke? I put it back where it was and it seems to be opening properly. Just want to make sure it can not be better too.

Is there any benefit from changing the jets? Always looking for better.
