Carb butterfly not moving

New to boating, I brought a 1999 Maxum with a 3.0 I/O. I noticed that the butterfly valve on the top of the carborator never moves. It is alway wide open. I am used to seeing the butterfly closed until the engine warms up - at least that is what the mustang engine does. Is the marine engine different? Please give me a quick lesson on what the carborator butterfly valve should do and if it is suppose to move, what could be the reason for the thing not working right. I can move it manually and I have 2 wires going to the cap were I think the spring housing is. Thanks in advance.

Is there a problem with the way it starts, and/or runs cold?

I need to pump it about three times to get it started. Then it needs to warm up before I can put it in gear. I'm usually not in a hurry to get underway, but when the docks are busy, waiting seems like a long time.

There may be a problem with the electric choke stove. Someone may have adjusted it to stay open.<br /><br />With engine key on engine off check for voltage at the choke stove housing. Also check the ground wire for a good ground.<br /><br />To adjust the choke to close, loosen the three screws around the cap and turn slowly till the plate "juuuust" closes when cold. This should be done with throttle slightly open.<br /><br />Start engine [in water or on muffs] and see what happens. If it had 12 volts and a good ground, it should open slowly as it heats up if the element inside the cap/cover is good.
