carb float

I just bought a suzuki dt 85 hp (I think 88 serial #85018192870)and took apart the carbs and rebuilt them,and I think I might have put the floats in upside down?When i put them in they had the metal hinge on the float facing the bottom of the carb (float bowl) should the hinge be facing up?The motor will only do 25 mph on gps on a 17 ft offshore center console and sometimes it wont start again after sitting without tapping on the carb bowls.Can someone help!!

There's a specific measurement for the float adjustment, I'm sure someone will chime in.
