carb flooded with gas, slow drip

back to the 78' 35853R 35HP. after getting transom redone and full repaint of boat I got the motor rigged this weekend. Pumped the bulb up and went to start. The o/b sneezed immediately and just turned over afterwards. Tried back and forth for about 10 mins wondering why its not starting. Notice a slow and steady drip of gas from carb. Last season I rebuilt carb with OEM kit and the motor ran the whole season wonderfully, other than it drinking the gas faster than I expected. I'm reading through various posts here (most from the mercury board), indicating that the float assembly could possibly be set incorrectly? The float on this carb does not look to me to be adjustable. Any thoughts before I take carb apart and rebuild again. I did notice I was missing the link between the Throttle lever to choke bellcrank, so that's on order but will not solve this issue. The float boat screw seems to have been broken off, but I don't believe Ill need to get in there for this issue.

Just clean it, no real need for a rebuild kit. The needle probably just isn't seating correctly due to some crud.
