carb flooded

I have a 1971 55HP Chrysler. I did a number of minor repairs. The engine was running prior. Now it does not. I noticed fuel spitting from mouth when I would try to start. I put finger in carb and wet, wet, wet. I removed carb. It had at least 1/2 cup of gas in it. I found a seal in it shaped like a donut. Black and 1/8 inch in diameter. Rubber. I figured I must have dropped in when I rebuilt carb awhile ago. I did fuel pump, cleaned under flywheel. (tower was sticking) I did not do carb at this time. I think this seal must have fell in and it worked it's way to where it probable stuck float. Can a flooded carb be the cause of it not starting. I even tried putting fuel directly in cylinder and it backfired. I have spark to both plugs. Wires are on correct plug. I cleaned carb again and if I have time I will install 2morrow. Could this have been the cause. Can you explain how a flooded carb can, if it does, cause an engine not to start. Any help would be appreciated. Thanks
