carb jets

i found the jets in my 1998 115 carbs to be wrong. It appears the carbs are from a 1996 115. I bough this motor seized and rebuilt it. Since the rebuild it has not idled right or reved up. it coughs and stalls. I was told to check the jets so i did and they are the wrong numbers. I am suppose to have #42 idle jets I have #38. And 68c high speed jets I have 67c. I trashed the original 115 block and got a 90 hp block had it bored 20 over all 4 cyl. I Bolted all the original 115 parts onto the 90 block, except the back exhaust plate. i used a flat plate instead of the bubble back. Should i put the right 115 jets in the carbs or the right 90 hp jets in the carbs?

I would say that you should use the jets that are supposed to be in the carburetor. That is, a 1998 115hp carburetor should have the jets that a 1998 115hp carburetor calls for. Then if you have fuel mixture issues, you can tweak it a bit by going up or down in orfice sizes. That's probably what the last guy did, but it sort of sounds like he "over-tweaked".
