Carb linkage frozen

Bottom carb on my 1985 yamaha 90hp motor when all three carbs are connected, it runs wide open with started.
When we remove the linkage the top two move freely and the bottom one does not move, its frozen. Any idea what that could be or how to fix it?

Maybe check the brass butterfly plate in mouth of carb, for loose screws, etc....check carb linkages for binding, jamming, etc...

It was jammed, i was inside browsing the forum for somtihng similer and my uncle yelled in and said they go it, it was just jammed!
