Carb problem?

I have a merc either 45 or 50 hp, says 45 hp but also says classic 50. Its an 87 model. It starts easy when cold and runs good. After i shut off and fish for a while when i start it runs a few seconds and stops. It acts like its running out of gas. If i pump up bulb and tilt motor up and wait a few minutes i can get it to run for a little bit. I tilt down and start and it will run. Bulb stays firm but it seems that it should be harder? Sometimes when i when i give it gas it acts sluggish but it will usually pick up. I replaced gas line and checked connections around pump and filter and carbs for leaks, looked good. When motor is tilted up and i pump bulb it will leak out of carbs at bowl. Also if i pump it up really hard they will leak in same place when tilted down. Have read here that leaking is sometimes normal? Could the small leak at tank be causing this or is it in the carbs? Thanks.

A model number for the engine would help. But if you have a small leak at the tank that may be your problem. The fuel pump will suck air a lot easyer then it will suck fuel. Fix the leak and then try it.
