carb question 45 horse mercury

When I prime the bulb to start the motor I noticed that gas would squirt out of the top carb. I assume this is not normal having issues getting the motor started.Any advice would be great thanks.

You need to rebuild the carbs using new gaskets, needle and seat.

would i need to do both carbs or just the one having the issues. Also is it easy to rebuild a carb never done before.

Best to do both of them. Outboard carbs are pretty simple but I recommend you get a manual. OEM manuals are more expensive but worth the price.
