Carb question

I am teaching myself how to clean and rebuild carbs on an old motor and had a question.

On the attached diagram below of the carbs for my motor numbers 30 and 12 are screw plugs which cover the idle orifice's. Do these screw plugs which screw in over these orifice's need to be tightly snugged or are these usually adjusted out a bit?

I don't think the bottom one has anything to do with idle. It appears to be the drain screw, which allows you to drain fuel from the carb bowls the easy way. It should be tightly snugged.

Yes they should be tight. 12, 17 and 30 are plug covers for jets. 30 is the main fuel supply jet plug. Make sure these jets under the plugs are clean and snug tight in their bores. A loose jet can back out of its bore and shut off its supply of fuel or air.
