carb running lean

How do I fix a carb that is running to lean? I took them off and they seemed clean jets where clean so i put new gaskets and needle seat in. What size jets should I have in there? 1989 Johnson 70 horse J70TLCEM. <br />Thanks <br />Chad

Chad I would first ask how do you know it's running lean? Does it have a lean cough? What's it doing in the water?
