carb VS ignition questions

Have 89 18ft four winns bowrider, week ago it backfired and sucked water. Got that mess all cleaned up, new plugs, 4 oil changes, and a lot of cleaning. Starts, sounds good with ear muffs on. Put in water and place it in forward it does fine, around 2000 RPMs it starts to miss and will die, restarts fine? Replaced, fuel filter and holley in line brass filter, new plugs, wires, cap and rotor. Gauged plugs and gapped breaker point to .018. Dry gas and fuel enzyme additive added. Thinking either carb rebuild or ignition is not advancing. Any and all adviced will be helpful. Wife and kids getting restless....

I would suspect the carb. If it is a Holley, then perhaps the power valve is not engaging to add the necessary fuel as the vacuum drops. A renew kit for the carb will have a new power valve in it.
