HI THERE I HAVE A 1996? EVINRUDE 15HP PULL START .WHEN I START IT , IT IMMEDIATELY STARTS AND RUNS AT QUITE HIGH REVS I CAN SPEED UP BUT NOT SLOW BACK DOWN BELOW HIGH START REVS I THINK IT IS RUNNING ON HIGH SPEED JET ONLY ANY IDEAS ROBI

Look over the motor for loose linkages.---Did this happen all of a sudden ?----How long have you owned this motor ?---To me it sounds like timing is too far advanced.

There's a safety feature that locks the recoil if your throttle setting is too high when you try to start. Does your motor has a red plastic recoil blocking arm, visible near top/rear of recoil? If it does, and is broken or incorrectly installed, it can prevent the armature plate from pivoting to idle position. If that's it, you'll see what I mean when you pivot that plastic piece and turn throttle down.

If you have a tiller check the throttle lock on the end of it. Knob that sticks out of the tiller handle loosen it.

HI MOTOR IS ON REMOTES AND ALREADY CHECKED LINKAGES AND I DID LESSEN REVS A BIT BUT STILL RUNNING FAST

You do not have the the red safety. Does the throttle cable pull the linkage all the way back.

Remove the remote cables, and operate the motor manually -- need to determine if it's a an issue at the motor or an issue with the remote, and adjust accordingly. Assuming the motor is adjusted and running properly, would adjust/reattach the remote cables to match motor settings.

If the motor is not idling down properly with the remote cables removed, you know the problem is at the motor (sometimes disguised by issues with the remote).

You want to be sure the throttle linkage allows you to fully close the throttle, that operating the grip or manually operating the throttle cam gives you full range opening and closing. You should post a model number, as there are a number of models -- The model number will also indicate what year it is (some question in your initial post).
