Carbs plates

I have a 1968 65 hp Johnson that I've had a heck of a time with the idle and at wot it felt like it could do more.I've gotten 35mph on calm waters so I was pretty happy.but today I notice the carb plates wernt closing all the way.so I adjusted the linkage and got them to close .will this give me more hp and could that also be a source of the idle problems .all holes ports and jets are clean and the carbs were redone .I was just wondering . I'm gonna put if on the water tomorrow .I did have it idle ok but will have to redo again

at wot the throttle plates should be perfectly horizontal in the carb throats
