Carbs.

I have a 1996 evinrude 60 h when i try to start it the butterfly’s in the carb will not open and it floods out,I have checked the linkage measurements seam ok it’s a 2 stroke have new carb kits in it it will run if you manually run the choke otherwise it chokes out. Challenging

What is your model #? A 1996 model motor does not have a choke on the motor only a primer. And the butterflies in the carb are throttle only ,they will not open until the throttle moves. Is there a red lever on your primer solenoid? if so is it inline with the body? Are the carbs rebuilt correctly. What is your start procedure step by step?
