Carburetor issue

I have a mercury 175 hp carbureted outboard I just bought, the butterfly's on the carburetor frozen closed how should go about freeing them up ?

The only time I saw that happen was when the motor caught fire and we used a dry chemical extinguisher to put it out. The dry chemical is real corrosive an it corroded the brass throttle shaft to the carb body.

Usually the butterfly plates unscrew and the shaft can be tapped out. I would try some penetrating oil first.

That's exactly what happened to this motor, I don't know what they used to put the fire out, I just bought the motor. Is there a gasket behind it that I will need to replace if I unbolt the carb? The fire was localized to right there, I am trying to decide on how to proceed from this point. When you say it doesn't board well for the rest of the motor, what do you mean by that? What else should I be checking for?

Hopefully the motor did not suck any of that chemical in to the crankcase. I would remove the bad carb and test compression, using a bit of 2 cycle oil in the carb throats and reed valves to lube it up.

You will need to rebuild the bad carb as a minimum. I would also check for spark.

Try soaking with some WD-40, allow time for penetration.
