Carburetors loading up

What would be the primary cause of one or more of my carburetors, on my 1993, 70hp Johnson, to load up and idle rough? Runs fine, but I have to restart it two or three times to drive it onto my trailer. It keep dying and it seems to me that the carburetors are loading up. All three carbs have been cleaned and rebuilt, but could it be that they are out of adjustment?

Try doing a link & sync. This must be done in the steps given in your manual to be done right.
