CD22M 6HP running problems

I have just bought this engine & on starting her up which she does very easy it wont run at tick over at all. It happy to rev but as soon as you let them drop a bit it hunts & if you dont lift the revs a bit it dies. Whats the most likely causes? I have tried starting on one cylinder but it will only start with both connected so dont think its that one is dead.

Also while running it in the water bin should the hole in the shaft have a stream of water coming out or a spluter / spray?

Also are the mounting bolts readily avaliable as mine both broke whilst trying to move them. Got them out now just need new ones. Would stainless be better than the ally that was fitted or should I stick to ally as the threads are ally also?
