Cdi box information

I purchased a new cdi box for a Yamaha 40 Hp motor. The new part arrived and on the packaging along with the part number was this statement; "Magneto assembly is locked". What does that mean? Is there some reason I would want to unlock it or do I need to unlock it? I have never seen this on a part before and it has my curiosity up.

If it was a CDI product then it means the rpms are limited.

It is supposed to be a genuine Yamaha part. It carries the Yamaha part number.
