CEL, Unusual Whine, and Limp Home Mode?

I am buying my old man's boat as he doesn't use it that much. When we were driving it this past weekend, it seemed to go into a limp home mode w/ limited speed/RPM and the check engine light came on. I heard a whine that didn't sound normal and my dad and brother said they weren't used to it. My brother suggested it sounds like a pump of some sort. We filled the boat with 2x5gal gerry cans earlier and my brother said that there might have been something in the cans and that we shouldn't have tried to empty them completely into the tank. The boat did seem fine prior. We did hear a beep of some sort, before we filled the gas and my assumption that it was a low gas warning. I am not sure if this 2011 Regal 2300 w/ a 5.7L 300GI has such a feature or not.

We were able to clear the CEL/LHM by using the battery shut off. Though it came back. I did some Googling and it seems like when there is an issue with the fuel pump, it does make a loud Whine. I won't have access to the boat for a week, though I would like some recommendations.

I am thinking of doing the following, to see if the issue resolves itself:
1) Inspect fuel vent for clogs (Spiders or dirt dobbers)
2) Fill tank up.
3) Replace Fuel Filter.

Ayuh,..... When you replace the fuel filter, dump the contents of the old one into a clear container to see whatever crap is in it,.....

'n some of those Volvo's are known for fuel pump problems,....

As is @Bondo with the clear jar.
I would recommend that you read your owners manuals that will explain questions like the low fuel light.
If you don't have access to them, they are available for free download.

I changed the Fuel Filter with a larger one and dumped the contents of the old one into a bowl. I did see some very small rust specks that looked like it came from the old fuel filter as well as some black small specks, that looked like it might have come from the fuel cap gasket or something. I also disconnected the anti-syphon valve from the fuel pickup line and it also had a few black specks. I also added in ~32gals of 90oct non-ethanol fuel.

I took it out this past weekend and I still got the two errors, though no limp home mode. I still heard the fuel pump whine and it seemed to be a little slow at accelerating, though was able to get up to as fast as I felt comfortable giving the conditions 45-50mph. I could have pushed it harder, though didn't feel safe. After messing around for about an hour or two, I headed in and I handed the keys to the Marina. They plugged it up to the computer and said it got a lot of errors codes and it was running rich and rough. I gave them the go ahead to spend some more time diagnosing the issue. Was hoping with the error codes, it would give them enough info to go on.
