"Smoke with not much water" coming out the exhaust relief holes is normal. That indicates the pump is working, but not the condition of the rubber impeller. If it is old, it should be replaced anyway---before it stops working and damages the motor. They don't come much simpler than that one. Drop the lower unit, replace impeller, and put it back together.
