how do I get the bottom most head bolts out ? does the lower cowl drop down ?

Probably not. Classic problem with OB engines. Either get the right wrenches or pull the power head. I changed the gasket on my 115 tower and on a 70 rude and managed with the right wrenches.....boxed end, a hammer for "torque wrench effect" on the wrench and a good dose of penetrating oil.
