Engine does not seem to be putting out and charge while running, tested it at the battery and the volts were the exact same with it off. But is there any where else i should test. also how much charge should the boat put off?

It is very difficult to understand your posting, we, or I, need better clarification of your problem and the questions that you are asking.

In general, a decent digital voltage meter should show you the difference in battery voltage with the engine OFF versus with the engine running at about 2000 RPM.

If battery voltage is not increase during running test then you should shut down the motor, remove the rectifier and test the diodes as spelled out in the service manual.

Hopefully this answers most of your questions. If not please repost with clearer questions and information .

running without battery in the circuit, will blow the recitifier. also accidentally crossing the battery cables blows them.
