charging omc 110

Question, i used my boat the other day for the first time in like 2 weeks the motor omc 110 when runnning at hi speed was missing. i did flood it while starting, after running it for a while it did clear itself out, i juat changed these plugs so it was the second time out, could plugs have been flouled out? also the charging is goinup almost to 16 volts after running a while i just changed the regulater 2 yrs ago, it is the water cooled one uder the fly wheel, could this be bad again? Thanks for any replys!
