I purchased a used (1989 by owner) merc 3cyl 90hp motor. Cannot find an
external serial # plate but found a small plug on the right hand side of motor
that is stamped with b153941, is this the serial # and if correct is the year
right. Also I want to check the tilt operation before I install on boat. Would
be easier to repair while off. Tilt has the red, blue, and green wires. How can
I jump with a battery and check the motor and tilt?

Yes thats the serial number is a 1987. The color code on the wires are red is the power wire to the switch, blue is the power wire from the switch to the pump and green is down. The easiest way to test the motor is to remove the cover on the solinoid and arc large terminal to large terminal and the motor should run.

Thanks for the info Laddies. But what I was wondering is, with the motor
hanging on a cherry picker. can i run wires from a battery sitting on the
ground to the red, blue, and green wires and make the pump operate.

With the battery grounded to the engine a jumper to blue it should go up and to green it should go down.

took tilt motor wiring loose from ground and solenoids ran jumper wire from
negative to the black wire and jumper from positive to blue wire to motor--
nothing , tried with jumper from positive to green wire and same result.
Time for new motor? Or can the motor be taken apart and clean brushes
and armature? Motor has sat up for about a year.

In most cases brushes will fix them sometimes the end cap bushing is bad.

Thanks again Laddies,
Pulled the motor apart and found dirty brushes and badly tarnished armature. Cleaned and sanded. Now runs like a top.....
