how can I tell if the waterpump is working on a 1969 sportwin without runing it I am afraid if I start it it might get to hot. one machinic told me it was bad but he also told me that the starter was bad I had it checked and it was fine. I hate to buy a water pump if it is ok

This really belongs in the Johnson/Evinrude section.
Anyway, you can't tell without running it.
Put it in the water, or a barrel full of water halfway up the leg, and start it. There should be water coming out of the exhaust port located halfway up the leg. You should also be able to touch the head to a count of 3 while it is running. If it gets hotter than that, turn it off, then replace the impeller and maybe the whole pump.
If it's been more than 3 years since the impeller was replaced, or you don't know, replace it.
