Choke Operation on Johnson 10 HP (sticks)

I notice on my old Johnson 10 HP, (1959 model) there is a spring on the choke. When the engine tries to start, it appears the spring allows the choke plate to partially open.

Is this the way it is supposed to work? Sometimes the choke springs back and forth and gets stuck in the closed postiion and you have to push in the plate a little to get it open. It is like it goes closed a bit too far and I dont see a way to adjust it so it stops before it jams. Any suggestions would greatly be appreciated.

Can you post a picture of the carb and choke with spring?

My guess would be the plate or the shaft is worn.See if you can determine where it sticks.
