70Hp johnson that has a spring on the choke plunger that attaches to the middle carb linkage, this spring is broken so it is not attached. Could this possibly cause the carbs to flood because the reeds are not regulated how far they open or close?

fsutim

Not really sure what you're getting at here, but if the spring is broken and not closing the choke flap, then it would be less likely to flood on that cylinder. Has nothing to do with the reeds. Replace the spring anyway.
