Chrysler 75hp outboard 2-stroke choke challenge

My choke butterfly closes, but does not work. If I manually cover the three carbs tightly, or stuff a towel into the carb baffle, the motor pops. I get a burst of fuel, and the motor starts and runs fine thereafter. But if I just electronically or physically close the butterfly, it does not work and motor won't start. Thoughts?

Have you checked that all butterflies closes properly and that the linkage works smooth and not binding.

A carbclean might solve the problem if the butterflies closes properly and the issue still is there.

Do a compression test.
​Clean the carbs and make sure the float levels are correct.
