Chrysler 9.9hp electric start model 98H1B

1981 Model 98H1B. Hello everyone, I have this 9.9hp cold compression as follows, top 120lbs, bottom 112lbs. Using the emergency rope pull for the compression readings as I can't get the electric starter to function correctly.
The battery is fresh, when I push the start button the starter engages and turns the flywheel 3 to 4 teeth then stops. It won't do anything. The starter stays engaged with the flywheel until I wrap the rope on it and pull. The outboard then starts and runs. I have jumped both the starter safety interlock switch (which is the same type of switch as the starter button) and the starter button also. Both switches are good as I've tested them with a OHM meter. I replaced one of them with new from Franz but did not test being due to it was the end of the boating season. Is the starter bad on this? It's a very small starter and it will be hard to find one. This little 9.9 starts every time with 1 or 2 pulls but would be a pain to have to remove the hood and manually wrap the rope every time. Thank you for any ideas. I've resized my photos but continue to get the unknown error message.

I suggest you to jump start direct from battery to the starter.
If this solve the problem and the starter turns as it should then you have a bad starter solenoid.
If not, then the starter need a rebuilding.
Pull it apart and clean the commutator and check the brushes, maybe replace the brushes if they are worn.
Check the bushings and if there is backlash so the rotor hits the stator/magnets.

If the solenoid engaging it's probably good.

Check all the battery connections?
Load test the battery? Even if the battery shows 12V it can have a bad cell??
Take the starter apart and clean it. Lube the armature shaft under the Bendix.
Too much grease can destroy the Bendix, be careful that you only get grease on the worm gears.
Check the battery cables.

You remove both plugs when doing the comp test?

Thanks again Nordin and Jerry. This doesn't use a starter solenoid! I have not seen one on it and went to marine engine's website to confirm. Battery is fully charged and load test is good. Battery cables look good, I will bypass all of them and try starting directly to the starter. This uses a lot of short number 8 size wires to power the starter. I think that it's number 8 wire. Both plugs were removed when doing comp testing, I gave each cylinder 3 pulls while watching the comp gauge. It's been raining here out west, I'll post results with weather permitting. Up-date. I removed the starter, the pinion spring is broken and NLA. The starter has 2 dead spots in it also. When I turn it by hand it is really jerky feeling, bushings? Since I have the starter off I soldered all the crimp on wire connections from start button to where the positive wire hooks onto the starter. EBay does have them but they're in Australia and brand new. One seller from the US has one that's rebuilt. What do you guys think?

The spring maybe Franz Marine will have.
What do you mean with 2 dead spots?
Are the wires or the commutator burned?

If bad bushings you can have a workshop to made those

The spring: maybe a lawn mower starter?
I bought an assortment box of springs at home depot.
Grainger might have it?

Nordin what I mean by dead spot is, I have to spin the shaft by hand to get it started. The starter is out and hooked directly to the battery. It doesn't hum, get warm or anything while hooked up to the battery. Once I move it by hand it will then take off on it's own. Jerry, I will stop by home depot and see if I can find some springs. I'll also check with Franz. Thanks again.

Update, the spring is NLA. Franz doesn't have them. Home Depot also turned up nothing that will work. It's a very small light weight spring. I did find a complete starter in Kentucky, new old stock on eBay for a reasonable price. It's on it's way.
