I have 360 V going from the stator to the CD Module and 2.5 V from both pairs of trigger wires.

Hmm confusing, really confusing.

Can the new CD module from CDI Electronics be bad.Should not, but can be.
Have you checked the connections in the plastic plug-in plugs from trigger to the CD module?
Corrosion or bad connection from wires to the male pins/female sockets?
Check all wires for bad insulation/wear.

Outboardignition has the troubleshoot chart. Maybe you already have followed it when you DVA measured it.
This system was also at the 35Hp Force engine in 85-89 I believe.
If no luck you maybe can call CDI Electronics and speak to a service technician.

Im planning on calling CDI. The only thing that I noticed is that the stator resistance is high. I am measuring about 2090 Ohms across the two stator wires going to the CDI when the CDI sheet says that I should only be seeing 680-850 Ohms. I wouldn't think this would matter since my output voltage is in the specified range. Do you think this could be my problem?

Okey, not quite sure but higher resistance would end up in higher voltage if the amps are the same but it maybe will create lower amps.
Since everything else look like it is in order, then maybe it is the culprit.
Check with CDI and talk to a technician.
Remember that if you have a OEM stator the values from CDI is not quite right.

I just contacted CDI and they said that it seems like I might have a bad CD module. I am going to send it back to them and they will test it and send me a new one if its bad.
