Chyrlser recoil starter

Gentlemen, Can someone tell me how to set the tension on recoil spring on pull start. Motor is a 1982 Montgomery Ward (Chrysler).
15-HP at 5100-rpm
Model # VWB-52119-C
Serial # 28-X-25123
Bought new parts but can't figure how to retension the spring. Any help will be appreciated.

Is the spring broken??
There is a tool called a starter rewind key.Hard to find.
There is a pin that goes through the top.Remove that and using a screwdriver(big)turn the spring and try to replace the pin.
Lot easier said than done.Good luck,J
