I am pretty sure that a '91 would originally have a 3 wire PTT motor and solenoids.
Jumper the PTT motor directly from the battery and see if she turns. If so your wiring or relays/solenoids are suspect. If the motor has a black, third wire, make sure that is grounded well, prior to jumpering.
For those who don't know, solenoids provide power to the PTT motor when energized, and are open when not energized. Relays provide power when energized and ground when not energized.
3 Wire PTT motors have two distinct windings, with a center ground. One winding is for up and another for down. Solenoids provide power to one of those at a time.
2 wire PTT motors have a single winding. Relays are grounded in their idle state and when energized, provide power to one side of the 2 wire PTT motor. The PTT motor can spin in either direction as the relays reverse the current flow.
if the original PTT motor was replaced with a two wire type, relays should have been used on the newer 2 wire PTT motor.
If the PTT motor is bad the replacement PTT motor could be either 2 wire or 3 wire. If you are replacing a 3 wire motor, you will need a new wiring harness and relays. These often come with new PTT motors, but you need to check.
