CMC PT35 Trim and Tilt troubleshooting

Trim and tilt will not raise and lower, 12/24 inline fuse good, replaced both 12 volt 7493 relays, have power to toggle switch to raise and lower, relays click but will not raise or lower, any ideas on what to check next
