Coil only Sparks at times

I have a 99 Searay with a 3.0 Mercruiser and the coil is not producing fire when it should. It will spark than it will not. I read in the manual that if the tech lead is not getting between 1.5 and 8.0V it could cause problems like this so I checked the gray wire going to the coil (I think it’s the tech lead) its only getting 0.56V is this correct and if it is what would cause this? Also I’ve replaced the ignition coil, pickup coil, module, cap, and rotor with Parts I matched up at AutoZone is this ok or is there a difference between GM auto and Mercruiser Parts.

99 SR, Although I do not know for sure, I believe Mercruiser has unique ignition systems. I have also found that the difference in price on ignition parts between the aftermarket marine stuff and mercruiser was non-existant. Some merc parts were cheaper than the aftermarket stuff, some not!
