This is something new? Conservation and development in conflict?

A landowner cannot use his land? Maybe the Fed ought to just buy it from him.

The paltry govt' compensation for one's property can at times be considered to be highly disingenous, i do own three rental properties in Arlington, Texas.
I am one of the property owners that stood in the way of a football stadium, i will not say anymore on that subject. :(

I have to tell you, there are a lot of blad eagles out there. I took a trip my cabin a couple weeks ago and saw three different bald eagles on my trip. One was flying over the Minnesota river at 35W, one flying right around the St Croix river at Grantsburg, and one flying down the river by my cabin. My friends who live in S Mpls, have an eagle that built a nest right in their "in the city" neighborhood, whcih surrounds a lake.

On that trip above, I also saw a bunch of wild turkeys and ring necked Pheasants along the road..

In Wisconsin and MN, the state DNR, and counties are on an assault of property rights infringement that is absolutely disgusting. I see this concern for habitat protection as them not wanting to give back control of something they do not own.

For example, in the county where my cabin is, if your property is not on water you can park your trailer home and anything else that happens ot be rusty in plain sight, chop down trees or whatever with no oversight.

If you live on a body of water, you must be 75' back from the high water mark (100' for river), you can only groom 25' of your water front, must have building plans approved by an unelected board, etc..

Bald Eagle habitat = right done the middle of Corning, NY. We sit outside during breaks at work and watch Bald Eagles fish on the Chemung River. It seems factories and city buildings don't bother the eagles at all. They nest on a hill that is surrounded by people.
