Compression and VRO question for 1986 70HP Johnson

Hello everyone, I have a 1986 70HP Johnson that I have had a few issues with lately and was hoping for some help.

First off, the compression currently reads 118, 115, 95. The bottom cylinder is at 95, and was curious for any ideas to try and get that up before I start taking stuff apart. I read that seafoam spray in the carb to "de-carb" the engine could work? Is this 95 reading a big deal or is it within acceptable limits?

Secondly, I recently bypassed the VRO. I had a sneaking suspicion it wasnt working correctly and for peace of mind I just premix 50:1 myself now, not a big deal. However, yesterday I had the boat out and took to it a nearby marina to fuel up. I had it running at low RPMs for too long I guess, and ended up fouling the plugs. Luckily a friendly guy fueling next to me towed me to the dock next door and I took the boat out of the water. My dad actually had the idea to get a little 1 gallon tank and mix it 100:1 and switch to that when I need to idle/troll for longer periods of time. Is this a good idea?

Take the cylinder head off now.-----Lucky you if it is a blown head gasket.----There is no need to go 100:1 on a motor in good condition.----Bad idea !!
