Constant Alarm after turning ignition key

I have a 1994 Johnson 70hp. I just picked it up for the summer season and when I turn the ignition key even before turning over the engine, I get a constant high pitched tone. The cheat sheet sticker on the dashboard indicates this is due to a restrictive flow. But I haven't even turned on the engine?!? The engine will start normally and I've run it aroun for about 30 minutes hoping the alarm would work its way through, to no avail. I'm more than happy to take it to the marina but if someone could please offer a few diagnostic things I could try in hopes of fixing this myself and not losing a week or 2 of usage I would appreciate it.

The alarm goes off when it is grounded so your ground wire is probaly grounding out some place.

It could also be the sender unit itself.

The problem is likely your horn. Locate it, then unplug the TAN wire connected to it. If the beeping stops, you will need to replace the horn. If it continues, start unplugging the sensor components TAN wires. When the beeping stops, you have found the faulty component. The include oil tank, heat switch, etc...
