The water from the tell tale is the cooling water from the air compressor. If it is weak you are probably overheating the compressor, not good.
The alarm horn is set off by the starboard water temp sensor.
You need to have it connected to a DDT, Digital Diagnostic Tester or computer. Only a good shop will have these scan tools. The sacn can tell you the fault codes, time in seconds of overheating and also monitor the carious sensors and their readings. You do however have to be careful of the readings, for instance your block pressure should be lets say a minimum of 4.5# at 1800 rpm. But if it is you are in reality too low, as it will overheat unless it is closer to 8#.
I have found the water pump is very sensitive to the condition of the impeller.
Also make sure the proper thermostats are installed and they are opening at the proper temps.
