There is a way to strap the OB to an outdrive. It is a rod with a flexible joint between them, so the OB could be tilted, when not being used. If you have a sterndrive, it should steer pretty easily with the main engine off. Lock the OB in a straight position and steer with the Outdrive.
If you have a straight inboard, can't you simply lock the OB in a straight on position and use the rudder to steer?
The EZ Steer (look it up on line) works between an I/O and a kicker so you can steer the kicker with the steering wheel. They are a little spendy, but work extremely well and are easy to install.
I don't think they work betewen an inboard and a kicker, but check on their site - they might have adapter hardware from a rudder to the kicker.
You'll still have to control the kicker throttle on the tiller handle. My merc 9.8 has a tension knob at the twist control so it's pretty easy to set the kicker throttle and it will stay there.
Depending on your kicker motor, you might also be able to set it up with remote throttle control - assuming you can find the parts (usually involves two things: the control box/cable and adapter hardware at the engine). You'd also need a place up near the steering wheel to mount the control box. My boat was set up that way when I bought it.
