Controls stiff

Long story short, I went around the marina to look at some used boats. Other mercury's in the same year had controls that seemed a lot less hard to shift and give throttle. I just installed a new throttle cable but it has not fixed my problem...Could there be a nut or something tightened somewhere or any other ideas? (grease, oil, ect?)

First of all - What motor?

Did the control seem free while the throttle cable was off?

Did the throttle seem free on the motor while the cable was disconnected?

1978 Merc 800 4cylinder. I did not test this, but the reason I replaced the throttle cable was because it was banana-ing...curved quite a bit. I greased everything (almost everything) inside the control box.

when the motor is shifting into and out of gear is where it is most felt.

Maybe its the shift cable and not the throttle.
