I have a 1987 25hp and I don't think it can be done for that year. I had a 35hp carb and installed it and it wouldn't idle right unless the low speed adjustment was turned way out. I went to the evinrude parts website and compared my motor to earlier and later motors and for some reason that year was different then all the others.
I only tested it at home and it didn't seem right so I removed it. I did put that carb on a 78 25 Evinrude and it seemed ok. I had a jet pump on that motor and that was my first and only trip with it so I don't know if there were any gains. I sold the motor shortly after because it wasn't enough motor for my boat.
